ERTMS to be introduced in a controlled way in Sweden

The Swedish government has commissioned the Swedish Transport Administration (Trafikverket) with the task of introducing ERTMS (European Rail Traffic Management System) in Sweden.
Before embarking on the construction phase, a stable systems to enable controlled introduction is needed.
However, Trafikverket doesn’t mind waiting for replacing existing signalling system, arguing that the old system is working fine. “Since the upgrading to ATC-2 in the 1980s we have not had one single accident on the railways that has been caused by deficiencies in ATC-2. When we introduce a new signal system in Sweden, it must be at least as safe as the old one”, Trafikverket says in a press release.
The Swedish ERTMS project is still in the development phase, with tests in order to gather experience Trafikverket is not able to specify when the project will move into the construction phase. The agency concludes that they “can move into the construction phase once [they] have stable systems – this is what [is meant] by ‘controlled introduction’.”
