The designed investment is estimated to be worth some €1.35 billion.
Under the plan, the 27 km track is to be built with the use of funds acquired from the European Union’s Connecting Europe Facility. The country’s government applied for the funds in late February 2015, said Slovenia’s Minister of Transport Peter Gašperšič, as reported by local daily Večer. The deals which will see the funds allocated to projects are expected to be signed by the end of this year.
The Slovenian government said in a statement it has earmarked €159 million from for the Koper-Divača project.
Located on the country's Adriatic Sea shore, the port of Koper is Slovenia's only cargo port, which underlines the strategic importance of the rail project.
In addition to the EU funds Slovenia is aiming to acquire, the designed rail project is to be carried out under a public-private partnership. The government is currently performing an analysis of the most suitable implementation modes for such a scheme.
Under the Connecting Europe Facility, the European Commission is planning to co-finance a number of key infrastructural projects which are cross-border and expected to contribute to increasing the EU’s interconnectivity capacity. In total, €26.4 billion will be allocated to projects.
Other plans by the Slovenian government include acquiring EU funds to finance the modernisation of the Poljčane-Slovenska Bistrica rail link which is to connect two municipalities located in the country’s north-eastern part. The distance between the two locations is about 10 km.
